I am directed by Mr. Secretary Chamberlain to acknowledge the receipt of your letter of the 31st July enclosing papers relating to an application from Mr. Ladds, Colonial Veterinary Surgeon of Hong Kong, to be given an addition to his pension for professional qualifications.
2. A similar application from Mr. Ladds was considered by Lord Ripon in 1894, and by Mr. Chamberlain in 1900, and after careful consideration it was decided on each occasion that the qualifications of Colonial Veterinary Surgeon are not such as to entitle the holder of the post to any special addition to his pension.
